Background
Atlassian has introduced the new navigation in Jira Cloud. Hence some users may find it difficult to find the Attachment Report tab to view the reports of all the attachments in that particular Jira project/space.
Preliminary Checks
Since the Attachment Report is only accessible to Project Admins and Jira Admins, please make sure that you can access the Project settings option for that Jira space.

JSM Projects
You can expand the project to see the Attachment Report option
Jira Projects
For Jira projects, it is available in 1 of the tabs in the Horizontal Space Navigation.
It may be buried under the More tab if there are may tabs enabled.
Removed Tabs
It may be possible that the Attachment Report tab has been removed accidentally.
It is possible to add it back by clicking on the last tab and select the Attachment Report and clicking the Add to navigation button.
Other Possible Reasons

It is also possible that an Organization Admin has configured a Data Security policy with App Access Policy Rule ) to prevent the app from accessing or showing up in specific projects. This is only possible with Atlassian Guard.
You can raise a support ticket in our Service Desk if you still cannot access the feature.
