Quarantine Space is not Private

Any licensed software user is able to access the Quarantine space. Administrators need to change the space access level and acknowledge before being able to quarantine the attachments.

Project Admins are not able to see Attachment Report

When viewing Attachment Report page, Project Admins see “Permission Denied”. By default, both Jira Admins and Project Admins should be able to see Attachment Report.
