Enforcing of limits on the number of attachments per issues

The Attachment Checker now allows Jira administrators to specify a limit on the number of attachments per issue.

Compatibility with Drag and Drop Attachment Plugin 3.0

The plugin is now compatible with the Drag and Drop Attachment Plugin

In addition, 2 other bugs are identified and fixed in this release.
